The Crisis
In 2022, the Supreme Court in Dobbs v. Jackson Women's Health Organization overturned the constitutional right to abortion. Thirteen states now ban abortion entirely. The conditions that historically led to infanticide are returning.

- Infanticide rates dropped significantly
- Fewer unwanted births meant fewer at-risk infants
- Legal abortion moved crisis from hidden violence to medical care
The Solution
Dr. Larry S. Milner proposes a Twenty-Eighth Amendment to the U.S. Constitution to enshrine a woman's right to terminate an unwanted, nonviable pregnancy. This would:
- Define when legal protection of life begins under the Constitution
- Restore reproductive liberty as a national standard
- Link reproductive rights directly to infant welfare and family stability
- Protect both women's autonomy and infant safety

Dr. Milner, MD, JD, MLS, is a board-certified internist, hematologist, and oncologist, as well as an attorney and historian specializing in ancient cultures. He founded The Society for the Prevention of Infanticide in 1994 after documenting the historical pattern of infanticide across civilizations.
